Can UV-C Light Really Decontaminate a Police Uniform After Blood Exposure?

UV-C Light and Its Effects
An officer renders aid at a shooting, traffic crash, or medical call and comes away with blood on a uniform, outer carrier, or other duty gear. Now the department has two problems. The officer needs to change, and somebody has to decide what happens to the contaminated equipment.
UV-C can be a useful decontamination step because germicidal ultraviolet light can inactivate microorganisms when enough UV-C energy reaches them. Visible blood still has to be handled under the department's bloodborne-pathogen procedures, including containment, laundering, decontamination, or disposal when required.
For law enforcement, that distinction matters. A uniform may include fabric, an outer carrier, straps, pouches, patches, buckles, and equipment that isn't easy to treat with a single conventional cleaning method.

What UV-C actually does after blood contamination
Blood exposure raises concern because blood can carry disease-causing microorganisms. UV-C works on those microorganisms by damaging genetic material needed for reproduction and survival.
A blood stain and an infectious microorganism are different problems.
UV-C isn't a washing process. It doesn't physically rinse blood, dirt, or other material out of fabric. Its job is microbial inactivation. That makes it useful as a decontamination tool, while the department still follows its procedures for handling visibly contaminated clothing and equipment.

Getting the light onto the uniform is the tricky part
A flat stainless-steel surface is fairly straightforward. A police uniform isn't.
Fabric folds. An outer carrier has overlapping panels. Straps sit behind other straps. Equipment creates shadows. A UV-C system has to deal with those realities because germicidal performance depends on the dose that actually reaches a contaminated area.

Departments may reasonably wonder what repeated UV-C treatment does to equipment they expect officers to keep using.
Big Sky Decon's PPE integrity testing subjected test items to twenty separate three-minute treatments. After every five cycles, the items were visually examined and checked through handling and manipulation. Exam gloves included in the testing were also repeatedly stretched and visually checked.

A police department has already used it after a serious blood exposure
There is a real law enforcement example behind this question.
Captain Jeff Klone of the Lewiston Police Department reported that officers responded to a shooting and rendered aid to a victim who was bleeding heavily. During that response, a substantial amount of blood got onto the officers' uniforms, particularly their outer carriers.

UV-C doesn't replace the department's blood exposure procedure
There is another part of this that shouldn't get lost in the equipment discussion.
The OSHA Bloodborne Pathogens Standard includes requirements for handling contaminated garments, PPE, and laundry where the standard applies. Garments penetrated by blood or other potentially infectious material are to be removed as soon as feasible. Contaminated PPE is placed in a designated area or container for storage, washing, decontamination, or disposal.
Contaminated laundry also has specific handling requirements. It should be handled as little as possible, contained where it was used, and handled with appropriate protective equipment. The CDC's contaminated textile guidance likewise emphasizes minimizing agitation and properly containing contaminated fabrics.
So an officer shouldn't take a blood-covered carrier home, throw it into the family laundry, and treat the problem like a normal dirty uniform.
Departments should fit UV-C equipment into their established exposure-control and contaminated-equipment procedures. Blood rarely lands neatly on one removable piece of clothing.
